Recently, the Sichuan Provincial Government issued the “Measures for Supporting High-Quality Development of New Energy and Intelligent Connected Vehicle Industry” (hereinafter referred to as the “Measures”). The policy package consists of 13 measures focusing on research and development, production, circulation, and application of new energy vehicles and intelligent connected vehicles. These measures came into effect on March 6th and will be valid for four years. The “Measures” not only provide policy support for the development of new energy vehicle enterprises but also establish a policy basis for the purchase and daily use of new energy vehicles, ensuring a stronger infrastructure support system.
To fully implement the “Electric Sichuan” action plan, comprehensive electrification of vehicles in public domains will be conducted throughout the province, with a strong emphasis on promoting the electrification of medium and heavy-duty commercial vehicles. New energy vehicles will be adopted for newly added and updated vehicles in administrative departments and state-owned enterprises and institutions. The support will be provided to cities and prefectures for the development of circular economy initiatives such as the re-manufacturing and reuse of new energy vehicles, and the hierarchical utilization of power batteries. Financial institutions such as banks, financial leasing companies, and insurance companies will be encouraged to develop dedicated financial products and services for new energy vehicles, thereby reducing the costs involved in the procurement and usage process.
Efforts will be accelerated to construct fast-charging and battery-swapping infrastructure along intercity highways, install charging infrastructure in public parking lots, and transform comprehensive energy stations at refueling sites. The construction of charging infrastructure in rural areas will be improved according to local conditions, aiming for “full coverage of charging stations in every county and charging piles in every township” in areas suitable for the use of new energy vehicles. The requirements for constructing charging infrastructure in residential communities will be strictly implemented, and charging operation enterprises will be encouraged to provide unified construction, operation, and maintenance services for public charging infrastructure in residential areas upon the commission of property owners.
The “Measures” support the expansion of new energy vehicle production (including hydrogen fuel cell vehicles). Key component enterprises such as electric motor and control systems, sensors, intelligent connected systems, power batteries, and fuel cells will be supported to enhance their supporting capabilities and competitiveness. Relevant support policies will be implemented for national-level champion manufacturing enterprises and specialized and innovative “small giants” that have recently received recognition.
